First you have to unpair it from your old iPhone.

Unpair and erase your Apple Watch - Apple Support

Then you should setup your new iPhone from your old iPhone (to restore from the backup that wax created by unpairing your watch).

Set up your iPhone, iPad, or iPod touch - Apple Support

Then pair your watch with your new iPhone.
