why did i get charged to download a free app?
You didn't. You may have a test charge on your account that will be removed later if this is the first time in a while you have downloaded or the app has in-app purchases.

I would check the email receipt or at http://reportaproblem.apple.com for charges.
It could have been a subscription fee as well.
