FYI, see Keep all your messages in iCloud https://support.apple.com/en-us/HT208532 But, you can't read your messages in iCloud.

The messages that are in iCloud are on your device. If you deleted messages on your device, they no longer exist in iCloud. There is no need to view them in iCloud even if you could do so. iCloud is a syncing service, not off device storage.
