There is no way to bypass the activation lock. The device is completely useless.

Activation lock is designed to make a lost or stolen device completely useless to anyone other than the owner of the account used to lock it.

Apple will not intervene.

If you can't contact the owner and can't get a refund, turn it over to the police.

Then you can't use it.

Turn it in at a recycle center.

Facts.

Recycle (don't trash) the useless device.

Believe what you want but the activation lock is an anti-theft measure that can only be bypassed by the person who set it up. If you can’t get their help, you will never be able to use that phone.
