can I pair my apple watch with iphone 6 I can't get it to update to ios 13

Iphone 6 can only update to ios12,if the watch has watchos6 software version then you need a phone that has ios13 or higher which is an iphone 6s or higher.

If the watch is running 6.0 or newer, no; contact Apple Support or check the store's refund policy. Otherwise, yes.
