iCloud storage

If I run out of storage on my phone and buy storage on iCloud and back up all my photos, can I delete the photos on my phone and keep them only on iCloud to save storage on my phone.

I was told this would work but I logged into my iCloud and it showed only the pictures I had in my phone and the ones I deleted were in recently deleted and still took up my phone storage.
