It won’t let me update to the IOS13 I have the iPhone XS. And every time I try to update it goes. Error

If that does not work, then connect the phone to the computer with the latest version of iTunes and update that way. Update your iPhone, iPad, or iPod touch - Apple Support
That is all it does, posts one word, Error?
Go to Settings > Storage and see if you have a previous download. If you do delete it and try again.
Didn’t do anything I’m still getting that picture saying error
Still not doing anything. Should I just call apple?
I would say yes at this point.
