I can not add the function “dictating»

I have iphone 7, but in the keybord configuration menu there is no section “dictating”

IPHONE DICTATION My iPhone 11, ios 15.3.1, recently stopped accepting dictation when not connected to the internet. I see this has come up before, but I haven’t been able to find any responses.
