How can I retrieve photos on my iCloud that were permanently deleted?

I got a new iPad Pro and deleted everything on it. Forgetting it was linked to my phone and now all my photos are gone. I erased my phone and reinstalled a back up from the cloud but it’s not putting my photos back. I just need my photos. :(

Recover Deleted photos yesterday I got an iPad Air and logged in with my Apple ID, I wanted to set up as a new iPad so I didn’t click to restore from iCloud or any thing but it still downloaded all my photos. So I deleted all 6000 photos from my iPad and also from the recently deleted album in iPad. Lost iCloud Photos I recently had to replace my iPhone. I backed it up, got my new one and restored that back up. I have 40,000+ photos and now a few weeks later my photos wouldn't load on my new phone. I was changing some settings and just realized all 40,000 photos I had are gone. Other than restore my current phone to the week or so old backup is there a way to get my photos back and or how can I get them to load if I do restore that backup.

If you were using iCloud photos, log into iCloud on the computer and see if there is a recently deleted folder in Photos. If there isn't, there is no way to restore the photos, they are gone.
