I have an iPhone 11+ that when it rings the first ring is loud and then it becomes quiet and it rings softly is there someway to fix this problem

It is not a problem, it is by design. That has to do with Attention Aware features. The iPhone notices that you are looking at, or paying attention to the phone, so the sound lowers at that point. To turn this feature off, go to Settings>Face ID & Passcode>Attention Aware Features, and turn that off.
