I have checked setting In privacy and in the Apple Watch app for power saving and still I’m not able to see the heart rate reading
in indoor cycling it shows the heart reading correctly

Is the Heart Rate metric showing and the value blank or is the metric not even showing?
If the metric is not showing make sure that you have that metric selected.
iPhone>My Watch>Workout>Workout View>Indoor Walk>Make sure that you have Heart Rate as an included metric
