If my country not enlisted in payment method country list, can I still subscribe Apple TV plus through master/Visa card?

Apple isn't arbitrarily blocking the service, and the fact that there are no media services available means that it is due to strict guidelines and licensing restrictions in your location, there are probably a lot more providers that aren't available at that.
