Was Find My iPad already active on your iPad?
Activating Lost Mode from another iDevice ONLY works if the missing/lost device already has Find My Phone/iPad already active on the lost/missing iDevice.
If I put my iPad on lost mode and it will not be connect it to the internet it could be unlocked
