Why can't I open a New Finder Window using the standard, System keyboard shortcut "Command + Option + N" ?

Why can't I open a New Finder Window using the standard, System keyboard shortcut "Command + Option + N" ?
Incorrect. It's Command + Option + N ... and it does NOT work.
When invoking "Command + N" I get a new Finder Window TAB, and NOT a new Finder Window ... in spite of not having that option selected in Finder Preferences.
So, "Command + N" = New Finder Tab
"Command + Option + N" = Nothing ... no action or results
The shortcut for New Finder Window is Command-N.
