Why is this unbelievable to you?
An iPad 2nd generation is a nearly 8-1/2 year old device, now!
Apple stopped supporting 7 and 8 year old iPads with iOS upgrades/updates over 3 years, ago!
And yes, if some apps need a later iOS version, you are out luck!
An iPad 2 internal hardware is very old, very underpowered and cannot handle running any newer iOS versions.
Even the WiFi and Bluetooth specs are very old in the 2011, iPad 2.

A lot has changed with iPad in 8-1/2 years and is going to change even more now in 2 weeks with the official release of iPadOS for iPads from late 2014 onward.
Entry level iPads are not as expensive as they were in earlier years.
The new 2019, 10.2 inch screen iPad starts at $329 U.S.D. for a 32 GBs, WiFi ONLY model.
You can get some previous year refurbished iPad models, at a discount, from Apple's online Refurbished & Clearance section of Apple’s Website.
Not past 9.3.5, or 9.3.6 for units with a GPS.
