what happens if the onwer of the iphone i bought it from is in another state
the iphone i have is locked but the owner left to another state and i cant have no contact with them.

If the phone is lock to the previous owner's account you will have to contact him/her, nobody else (including Apple) can potentially remove the phone from their account
