I haven't used my apple product in 4 months and I just got charged for extra storage - I'm all morning trying to figure out a way to cancel it and get a refund and I am lost

To downgrade your iCloud storage : Downgrade your iCloud storage - Apple Support
Purchases are considered final as you know, but you could try contacting iTunes Support and see if they will refund any of the recent purchases as a one-off : http://www.apple.com/support/itunes/ww (click on your country's flag, the country where you live, and which is therefore the country on the account ; click on Contact Support towards the top right ; click on Get Help under 'Talk To Us’)
