Had issues with Preview "freezing" with previous mid-2010 MBP running High Sierra. Was able to fix by removing plist files. Same procedure not "resetting" Preview on 2018 MacBook Air running Mojave. Any help would be appreciated.

The next step would be to create another administrator account. Log in to it, and test. That will tell you whether it is your main account, or system wide.

That is correct. An HP LaserJet Pro MFP M277dw. Incidentally, this is the same scanner unit that I used with my previous MBP. Also, my husband has a 2017 MBAir and has no issues using this scanner/printer and Preview.

As I understand your question, you are attempting to scan printed pages using a scanner or multifunction printer, but Preview is rendering a skewed image.
Which model scanner or MFP are you using? Did you contact its manufacturer?
The HP Color LaserJet Pro MFP M277dw is an AirPrint-compatible device. If is not already installed that way, remove its entry in Printers & Scanners and add it again, being sure to specify AirPrint.
