So I just got a new iPhone XR on 8/18/19, as of 8/19/19 any uploaded Facebook videos and YouTube videos will not play on my phone. I have also noticed videos in my photo album are not playing.
Im not sure if the phone is defected or if it is a issue with the phone and Facebook and YouTube. My old iPhone 6 plays the videos just fine.

If you have synced your iPhone Photos / videos with iCloud then you need internet to Play videos. The same is true for FB & YT
Connect to a WiFi with strong and stable internet
