Family sharing

I have family sharing enabled. Everyone is using their own Apple ID. It’s working for everyone in my family except for one. She cannot download an app that was previously purchased and we can do it. We cannot figure out why. She can see purchases for all family and can hit cloud. But won’t let her download and says this re-download is not available for this Apple ID because it was bought by a different user or the item was refunded or canceled. But I can download it on my phone ?
