I bought a phone and it was activation locked is there a way to get the activation lock off?

Only if the person who holds that Apple ID removes it, or you're the iPhone's original owner. It's an anti-theft measure.

Without knowing the full Apple ID name and the associated password, no.

It appears you've purchased a stolen phone. We fellow users cannot help you. Apple will not help you open an activation locked iPhone.
