Calls from Blocked Phone Numbers
Why am I still receiving phone calls from phone numbers I have manually blocked on my iPhone?

Hello,
1) Your phone won't ring, but the calls will still go to voicemail.
2) Verify that the number is on your blocked list as noted in this link:
Block phone numbers and contacts on your iPhone, iPad or iPod Touch
