I have Favorites checked on my IPhone, but on my Watch 4 all apps show, the favorites should be seen but they do not show up, just all apps

I'm guessing that you are referring to the Dock? Do you have Favorites chosen below? It will also show you last used app on the watch as well as your Favorites. There is also a button to show All Apps. Make sure you haven't tapped it, it will take you to the All Apps page. You can press the Digital Crown to go back to the Watch face, then press the power button to display the Dock again.
Correct, I'm referring to the dock. I have 10 favorites checked through the Watch App on my Iphone, when I go to my watch I see all the apps, not the ten favorites. The ten favorites are in the all apps, but the ten favorites should show .
Thats the problem, I do not see the favorites, i see all the apps. I should see the favorites, favorites is check on my watch app on my phone.

When you click the crown you see all your apps
The side button you would see your Dock either recent apps or up to 10 of your favourite apps.
If you use the Digital Crown to scroll through the Favorites, what do you see at the end? Do you see a button for All Apps? How are you accessing the Dock, and which version of watchOS do you have?
When I click on the side button I see all my apps, not my favorites.
My favorites should show first, then an all apps at the bottom.
