My iphone is updated to the latest version and I get “ Your iphone cannot make and receive calls or access celular data until your iphone has been updated “. I updated and it kept happening, I reset the networks, took the SIM card out and even connected it with iTunes.
As in the case of my old 6S, the update to which they refer is a 'Cellular Update', not an iOS update.
Go to > Settings > General > About.
If there's a cellular update that needs to be installed, a window will pop up. If not, there's likely an issue with the cellular modem, in which case you should Contact Apple Support.
