Activation lock
What can i do if the iPhone is activation locked and i can't contact the previous owner?
Unless the Apple ID it's asking for is yours, nothing. The activation lock is an anti-theft measure.

In that case, you'd need their death certificate and proof that you're the iPhone's legal owner.

Is there no contacting apple for any extra measures?
Ex: Someone with an activation lock on there phone is dead and now there is just a phone sitting there with no way of opening it!
Apple can do something right?
