Downgrade iCloud storage

Why am i not able to downgrade my iCloud storage plan. Ive 200 GB plan. Ive only used 32 GB and wanted to downgrade to 50 GB storage plan. But the system is not allowing me to downgrade. Why is that?

iPhone 6, iOS 12

I think you need to explain what you mean by the system not letting you downgrade. What is happening when you try to downgrade?
